Sample Resolution to Join Caucus

We, the undersigned Pennsylvania Township government do hereby declare our support for, and membership in, the Quality of Life and Local Control Caucus forming as an independent coalition within the Pennsylvania State Association of Township Supervisors (PSATS).

As a member Township of the Caucus, we pledge to adopt ordinances, resolutions, and policies which protect the quality of life of our Township citizens through the protection of their health, safety, and welfare. Through this Declaration, we reassert our oath - faithfully taken upon our election to the office of Supervisor - to protect the health, safety, and welfare of Township citizens and their communities.

Through this Declaration, the undersigned Pennsylvania Township government wishes to ensure that the Pennsylvania State Association of Township Supervisors (PSATS) and its staff preserve and protect the power of the Commonwealth's Townships to exercise local control over industries and corporations whose actions may adversely impact citizens of each Township.

In addition to support for other positions which may be developed over the coming years, we hereby pledge our support for the following positions:

(1) We support the right of all Township governments to protect the health, safety, and welfare of their residents by adopting ordinances which require health and safety testing of land applied sewage sludge and which provide for the cost of that testing to be paid entirely by the land applying corporations or persons - those making a profit from land application;

(2) We support the right of all Township governments to protect the health, safety, and welfare of their residents, the Township's family farmers, and the Township's natural environment, by adopting ordinances which prohibit the involvement of factory farm corporations in farming operations within the Township;

(3) We support the right of all Township governments to protect the health, safety, and welfare of their residents by adopting ordinances and policies which ensure that the activities of coal mining corporations within the Township will not adversely impact the residents or the natural environment of the Township;

(4) We support the right of all Township governments to protect the health, safety, and welfare of their residents by exercising local control to ensure that the activities of industries and corporations do not adversely impact Township citizens or the Township's natural environment.
