Envision Spokane was conceived as a project in
November of 2007, with the creation of a seven member provisional Board drawn
from individuals active in the Spokane, Washington community. The project has
as its focus the creation of a democratic process in which groups and
individuals interested in recognizing and protecting the rights of workers,
communities, residents, and the natural environment of Spokane can come
together to envision a new municipal charter for the City of Spokane. The
mission statement of Envision Spokane is:
To convene and facilitate a broad-based community conversation about the rights
of people, neighborhoods, and nature. Envision Spokane will create a process
for changing the Charter of the City of Spokane to reflect those rights, and
will seek to enlist the support and membership of community-based organizations
who see the articulation of such rights as an essential component of the work
they do on behalf of the citizens of Spokane.
By April 15, 2008, a new permanent Board will replace the provisional Board,
and that permanent Board of Directors shall be comprised of individuals
representing fifteen Spokane-based organizations, including labor union locals,
neighborhood councils, and nonprofit community organizations. Eventually, the
Envision Spokane Board will grow to represent between 40-50 organizations
active in Spokane, and that Board will author amendments to the existing
Spokane home rule municipal charter. Those proposed amendments will then be
discussed at Town Hall meetings and a series of educational gatherings, and may
then be placed onto the Citywide ballot for a vote in 2009. If those amendments
successfully garner 51% or more of the Citywide vote, the new amendments would
become part of the organic governing law of the City.
